BAKU, Azerbaijan<\/span><\/span>, Nov. 11, 2024<\/span><\/span> \/PRNewswire\/ — Dr. Sultan\u00a0Al Jaber today delivered his handover address as COP28<\/span> President on the first day of COP29<\/span> in Azerbaijan<\/span>, concluding a landmark term defined by breakthrough\u00a0progress across\u00a0the\u00a0climate agenda. During\u00a0the\u00a0speech\u00a0he\u00a0called on\u00a0all\u00a0Parties\u00a0to “prove once again that we can unite, act and deliver” over the next two weeks in Baku<\/span>.<\/p>\n

“By delivering the historic UAE Consensus, we accomplished what many thought was impossible,” Dr. Al Jaber<\/span> said at a ceremony marking the official transfer of the Presidency to H.E. Mukhtar Babayev<\/span>.<\/p>\n

Negotiators\u00a0at\u00a0COP28\u00a0had\u00a0“proved\u00a0that\u00a0multilateralism\u00a0can\u00a0move\u00a0the\u00a0dial\u00a0and\u00a0make\u00a0a\u00a0difference,” he told delegates. “In the end, determination conquered doubt and your hard work paid off with first after first for climate progress.”<\/p>\n

Dr.\u00a0Al Jaber said\u00a0that despite COP29\u00a0being held at a\u00a0time of complexity and conflict, “the\u00a0United Arab\u00a0Emirates will\u00a0always\u00a0choose partnerships\u00a0over\u00a0polarization,\u00a0dialogue\u00a0over\u00a0division and\u00a0peace over provocation.”<\/p>\n

In\u00a0his\u00a0speech,\u00a0the\u00a0outgoing\u00a0President\u00a0said\u00a0he\u00a0had\u00a0been\u00a0“humbled by\u00a0the\u00a0experience”\u00a0and\u00a0thanked the many people who helped deliver the “historic, comprehensive and groundbreaking UAE Consensus,” including His Highness Sheikh Mohamed bin Zayed Al Nahyan<\/span>, President of the United Arab Emirates<\/span>, and the entire UAE leadership.<\/p>\n

Since its inception at COP28<\/span> last year, the UAE Consensus has emerged as the defining point of reference for global climate ambition and sustainable development. It contains a series of firsts across the climate agenda, including agreement on a just, orderly and equitable energy transition, and goals for tripling renewable energy capacity, doubling energy efficiency and ending deforestation by the end of the decade.<\/p>\n

“Progress did not end when the gavel came down on the UAE Consensus,” Dr. Al Jaber<\/span> said. “In the months since the end of COP28<\/span>, the initiatives we launched have gathered pace.” To date, 55 companies have joined the Oil & Gas Decarbonization Charter (OGDC), covering 44 percent of global oil production. The OGDC is “the most comprehensive private sector partnership on decarbonization to date,” he said.<\/p>\n

Highlighting the importance of collaboration, Dr.\u00a0Al Jaber referenced a summit held earlier this month in\u00a0Abu Dhabi that brought together leaders in climate, energy, artificial intelligence and in an integrated effort to drive low-carbon growth.<\/p>\n

“When\u00a0sectors work together, we\u00a0can\u00a0lift economies and\u00a0lower emissions.\u00a0We can make\u00a0climate and socio-economic\u00a0progress, and\u00a0we can\u00a0turn\u00a0declarations on\u00a0paper into\u00a0decisive action on\u00a0the ground,” he said.<\/p>\n

Progress\u00a0has\u00a0also\u00a0been\u00a0made\u00a0in\u00a0finance,\u00a0with\u00a0the\u00a0Philippines\u00a0being\u00a0appointed\u00a0as\u00a0the\u00a0host\u00a0country for the Board of the Fund for Responding to Loss\u00a0and Damage. The COP28<\/span> President called on Parties to contribute to the fund, which was operationalized and capitalized at COP28<\/span> last year. To date, more than $850 million<\/span> has been pledged to the fund and funding arrangements ALT\u00c9RRA, the world’s largest climate-focused investment fund also launched at COP28<\/span>, has placed $6.5 billion<\/span> with impact investors \u2013 “a model that must be built on,” Dr.\u00a0Al Jaber said.<\/p>\n

At\u00a0COP29, Parties\u00a0must\u00a0deliver a\u00a0New\u00a0Collective\u00a0Quantified\u00a0Goal\u00a0on\u00a0climate finance\u00a0that\u00a0is\u00a0“robust and capable of fully implementing the UAE Consensus,” Dr.\u00a0Al Jaber said.<\/p>\n

“At COP28<\/span>, we broke new ground and set many precedents,” he told delegates. One of the most important is the COP Presidencies Troika \u2013 a new “mechanism for momentum” uniting the Presidencies of COP28<\/span>, COP29<\/span> and COP30<\/span>.<\/p>\n

The\u00a0Troika will\u00a0continue\u00a0to\u00a0mobilize\u00a0multilateral\u00a0platforms,\u00a0from\u00a0the\u00a0UN\u00a0to\u00a0the\u00a0G20,\u00a0to\u00a0“solidify\u00a0the legacy of the UAE Consensus,” Dr.\u00a0Al Jaber said, urging all Parties to follow the roadmap it set for keeping 1.5\u00b0C within reach.<\/p>\n
